A Wraith Form is a simulation used for communication purposes.  Wraith Forms are generally used by important people to send messages - those with money and power are often to busy to send personal messages.  Since [[AI]] is forbidden, a proper simulation is difficult.  Agents of the VIP in question have the features and mannerisms of the VIP layered over their own.  Many of [[Queen Victoria I|the Queen's]] announcements and communications are done via Wraith Form from her secretaries.
